Development Dialogue 1: Mongolia and the Post-2015 Development Agenda

Context


As we move closer to 2015, the timeline for the Millennium Development Goals (MDGs), discussions in different forums have begun to focus on the Post-2015 global development agenda. A special High Level Panel on post- MDGs has been set up by the UN Secretary General to lead the discussions and make recommendations.

Widespread consultations among various stakeholders is key for ensuring that the final set of proposals responds to and reflects the aspirations of the people, and for getting maximum buy-in and support from the countries. National consultations are being organized in different countries on the Post-2015 development agenda to

  • build a shared global vision with clear recommendations for a future
    development agenda;
  • amplify the voices of the poor and other marginalised groups; and
  • align the intergovernmental processes with aspirations of a broad
    spectrum of society.

The inaugural Development Dialogue on ‘Mongolia and the Post-2015 Development Agenda’ coincides with the launch of the Post-2015 national consultations in Mongolia organized by the United Nations and the Government of Mongolia to contribute to the global process.

The Post-2015 consultations in Mongolia will include civil society, private sector representatives, academia, and youth. A particular emphasis of the consultations will be to include marginalized groups that are often excluded from the formal consultation processes.

The consultations aim to capture and articulate issues of direct relevance to Mongolia’s future development and help frame the global development agenda to follow the Millennium Development Goals, which expire in 2015. A number of issues are likely to come up for discussion such as:

A number of issues are likely to come up for discussion such as:

  • Guiding principles of a global Post-2015 development agenda – An
    important issue for discussion is whether global common goals should be imposed upon countries. Should the countries themselves set their own development goals? Further, to what extent should the Post-2015 development agenda adopt a rights-based approach reflecting the centrality of providing social, economic and political rights and ensure greater accountability of governments to their people?
  • Key challenges for Mongolia that should be reflected in the Post-
    2015 development agenda
    – Discussion could focus on issues such as  reducing poverty and inequality; promoting sustainable and human development; mitigating the impact of climate change; enhancing resilience; and providing social protection to reduce vulnerability of the poor and the marginal populations.

Dialogue structure

There will be presentations by the Ministry of Environment and Green Development on ‘Expanding the Post-2015 development agenda to include Sustainable Development Goals’, and by the Ministry of Economic Development on ‘Key challenges facing Mongolia that should be reflected in the Post-2015 development agenda’. These will be followed by an open discussion.
