Your Excellency, Mr. Enkhbold M., Speaker of the Parliament of Mongolia
It is my great pleasure and privilege to join you today to sign this new project between the State Great Hural and the United Nations Development Programme on ‘Strengthening Representative Bodies in Mongolia’. This USD 3.8 million initiative is funded with support from the Swiss Development Cooperation Agency (SDC) and UNDP. It is a follow-up to an earlier trilateral engagement of SDC and UNDP with the Secretariat of the State Great Hural on ‘Strengthening the Capacities of Local Self Governing Bodies’, which was implemented during the term of the previous Parliament.
Accountable and efficient governance institutions are key to achieving the SDGs and to ensure that development progress is equitable and sustainable.
Parliament is by definition any nation’s most representative institution and plays a critical role in passing fair and sound laws in addition to overseeing the actions of the Executive. Strengthening the capacity of representative bodies at different levels can contribute to building citizens’ trust in political institutions and to strengthening the downward accountability between political decision makers and the electorate. All project interventions are geared towards this goal.
Building on the achievements of the previous phase, UNDP and the SDC worked closely with the Parliament Secretariat and local Hurals to develop the new project to ensure that it meets the needs identified by representative bodies at national and local levels.
Let me take this opportunity to express my sincere gratitude to the Parliament Secretariat for its excellent leadership and ownership in both the conceptualization of this project as well as the implementation of its predecessor. My thanks also go to the Standing Committee on State Structures for the policy guidance provided and importantly to SDC for the generous financial support and cooperation extended to both phases without which neither project would have been possible.
We are confident that this project will contribute to the efforts of the Government of Mongolia to meet ambitious, but attainable, targets of the Mongolia Sustainable Development vision 2030 and the SDGs.
