Dialogue and mediation

The nature of conflict, and its prevention, has changed dramatically over the last decades. This requires standing and sustainable mechanisms as well as established mediation and dialogue capacities at local and national levels. Resilient societies are characterized by capacities for dialogue, mediation, and inclusive decision-making that prevent the escalation of violent conflict and enhance peacebuilding processes. UNDP has been supporting to build and strengthen national capacities for mediation since 2004 in over 40 countries.

UNDP’s efforts focus on empowering national and local mediators and facilitators, also known as insider mediators, to serve as credible intermediaries and confidence-builders to improve relationships, reduce mistrust in institutions, and facilitate collaboration and coordination among polarized groups and sectors. The Insider Mediation approach builds on the assumption that peace is only effectively sustained if national and local actors have the capacity to address potentially violent tensions through peaceful means. This includes conducting inclusive dialogues and implementing reforms or remedial measures agreed to therein. National counterparts are "accompanied" over a period of time through timely advice, targeted capacity building when needed, and quiet but sustained assistance in applying these capacities. Insider mediation capacities need to be enhanced, developed, accompanied and sustained at both local and national levels and be as inclusive as possible to address the changing nature of conflict.

This work is done in partnership with the UN system, especially DPA, and with the European Union. Currently, UNDP actively supports insider mediators in Bolivia, Guatemala, Honduras, Ghana, Togo, Malawi, Bosnia and Herzegovina, Yemen and Timor-Leste.
