National Consultative Meeting

ULAANBAATAR, Mongolia – On 10 September 2020, Civil Service Council of Mongolia and UNDP Mongolia co-organized the first National Consultative Meeting for the newly established Ethics Council in the public administration at Corporate Convention Center. His Excellency Zandanshatar Gombojav, Speaker of the Parliament, Her Excellency Ambassador Extraordinary and Plenipotentiary of Canada to Mongolia Catherine Ivkoff, Members of the Parliament, and Ms. Nashida Sattar, Deputy Resident Representative of UNDP Mongolia attended the meeting. The meeting will take place three days featuring 100 participants each day with respect to Covid-19 safety measures while having over 500 participants from all soums and aimags online.

Two year ago, with support from UNDP, over 800 public managers representing public institutions from 330 soums, 21 aimags and the capital city convened at the Government Palace and to conceptualize a strategy to reform the Civil Service in Mongolia. The strategy that emerged, highlighted six strategic objectives that also called to enhance ethics, discipline, and accountability of civil servants.

The objective of the Ethics Council is to prevent unethical conduct in the civil service and serve as the foundation for upholding civil service values and code of ethics to the highest level. Strong and well gender-balanced institutions with high ethical standard are undoubtedly foundational aspects to achieve Sustainable Development Goals to build a world free of poverty, reduced inequality, and sustainable environment by 2030.

UNDP Mongolia is supporting the Civil Service Council of Mongolia to achieve its reform priorities and objectives that aim to create an ethical, stable, independent, gender-balanced, professional, and citizen-centred civil service through “Towards a Professional and Citizen-centred Civil Service in Mongolia” project, generously funded by the Government of Canada and co-implemented by the Civil Service Council.

Ms. Nashida Sattar, Deputy Resident Representative of UNDP Mongolia, stated “Your commitment to create and uphold highest ethical standard in civil service with the establishment of the Ethics Council is truly commendable. UNDP has a long history of supporting Mongolia in reforming its civil service as we assisted the government in drafting the first Civil Service Law of Mongolia during its transition to democracy. As a trusted partner of the Government of Mongolia, we assure you of our continued support through our future close collaboration” during her opening remarks.
